

In accordance with the provisions in the Lisbon Treaty, the European Union is characterized in many encyclopedias of European countries as follows:
1) in some policy areas only common to act
2) to cooperate closely in several policy areas and coordinate their decisions largely to each other and
3) in all other policies the interests of other partners to take into account a large extent.
It should be noted that there may be in this network of independent states no citizenship, or "composite citizenship", and consequently no civic rights and responsibilities to the people who live in this" composite ".
Conclusion: Construction of a constitutionally determined "European federation" in which on a democratic way policies are determined by parliamentary majorities and complemented by citizenship participation.
